Pony Club Victoria Committees

These committees have been formed to deliver a specific purpose for PCV.

Each committee will operate in line with Rule 27.1 of the PCV Rules of Inc. and according to its Terms of Reference.

Persons interested in joining a committee are asked to express their interest in writing to [email protected].

The purpose of the Awards Selection Panel is to select the finalists and winners of the PCV Annual Awards each year.

PCV is committed to developing its riders, coaches, officials and volunteers through ongoing training and educational opportunities.

As such, the CIP has been established to assist in meeting the developmental needs of our workforce and riders.   

The purpose of the CIP is to ensure PCV maintains the highest standards of educational design and delivery, whilst ensuring our workforce is compliant with all relevant legislation, including the: 

  • Implementation of contemporary and consistent learning opportunities across the zones, for riders and the workforce.
  • The maintenance of all associated policies and procedures. 
  • Review and inform all PCV policies and procedures that are impact on the Pony Club workforce in Victoria. 
  • Advise PCV on appropriate support mechanisms for its workforce. 
  • The promotion of learning and development opportunities at club and zone level. 

The normal meeting schedule for the CIP is bi-monthly.

The CSC was established in 2022. 

PCV is committed to developing and maintaining a child safe environment within our sport.  As such, the CSC has been established to assist in meeting the Victorian Child Safe Standards and nurturing a culture of child safety within our sport.   

The purpose of the CSC is to ensure PCV maintains the highest standards of child safety and is compliant with all relevant legislation, including the: 

  • Implementation of all new Child Safe Standards, both Victorian &/or National. 
  • The maintenance of all associated policies and procedures. 
  • Review and inform all PCV policies and procedures that are impacted by the Child Safe Standards. 
  • Advise PCV on appropriate support mechanisms for its affiliates and members. 
  • Communicating information about the standards to staff, volunteers and members. 

The normal meeting schedule for the CSC is the second Thursday of each month.

The Disciplinary Panel is currently under review in line with the implementation of the National Integrity Framework that took effect on 1 July 2022. 

PCV is committed to developing and maintaining a culture in which all can participate free of inappropriate behaviour.  PCV  is seeking to appoint panelists to deal with formal complaints regarding personal grievances, and breaches of the Code of Conduct and other Pony Club® policies.

The MARC was established in 2022.

The purpose of the MARC is to oversee the implementation of risk management processes and medical provision at all PCV activities & events, ensuring the safest possible environments are provided to our members and participants, on behalf of the PCV Board, including the:

  • Development and maintenance of appropriate policies, guidelines and procedures,
  • The development of resources, toolkits and templates,
  • The development and provision of education and training opportunities,
  • The management of the Pony Club Australia (PCA) delegated responsibilities of undertaking the Minimum Medical Standards (MMS) Variation Consent Application process,
  • Representation on the PCA National Safety Committee, and
  • Promotion and communication of all risk, medical and event safety content to the PCV membership.

The normal meeting schedule for the MARC is weekly on Mondays as required.

The purpose of the NMG Committee is to manage the discipline of Mounted Games on behalf of the PCV Board, including the: 

  • Development of a participation pathway for the discipline, 
  • Development and management of state level events, and the 
  • Promotion of the discipline to riders, clubs, zones and coaches. 

The normal meeting schedule for the National Mounted Games Committee is monthly.

Pony Club Australia (PCA) have a range of committees, that require representation by each member state.

PCV will identify and appoint suitable candidates for each of these positions.

The roles and responsibilities to be undertaken by the PCV appointed member of a PCA Committee includes:

  • Attend all schedules meetings of the PCA Committee.
  • Represent the views of PCV on all issues addressed by the committee. Whilst appointment is partly based on expertise in the area of the committee, personal views can not replace the views of PCV.
  • Ensure the view of PCV are heard, in an appropriate manner.
  • Ensure the Terms of Reference of the PCA Committee are adhered to and good governance is maintained at all times.
  • Report/present to PCV and the general membership when requested to do so.

The normal meeting schedule for PCA Committees is at the behest of PCA.

The QC was established in 2022.

The purpose of the QC is to manage the discipline of Quiz on before of the PCV Board, including the:

  • Development of discipline rules,
  • Development and maintenance of discipline specific policies, guideline and procedures,
  • Development of a participation pathway for the discipline,
  • Development and management of a state event, and the
  • Promotion of the discipline to participants, clubs, zones, and quiz masters.

The RTTC was established in 2022.

The purpose of the RTTC is to manage the discipline of Ride To Time on behalf of the PCV Board, including the:

  • Development/maintenance of discipline rules,
  • Development of a participation pathway for the discipline,
  • Development and management of the state event, and the
  • Promotion of the discipline to riders, clubs, zones and coaches.

The normal meeting schedule for the RTTC is quarterly, though frequency may increase in the lead up to the state event.

The purpose of the Rules Committee is to review State Rule Books.

PCV Rules (Bylaws and all disciplines) are reviewed annually and new editions are prepared for publication each year, usually in February.

Not every rule book is changed every year.  

The Rules Committee meets on an as-needed basis.

The purpose of the Council is to develop and administer the Rules set out in the Handbook of Bylaws (“Bylaws”), Gear Rules, Dressage Tests, Horse Trial Rules and Showjumping Rules; the administration of which is delegated to the Council by the Board, as set out under the Interim State Council Charter.

The Council is to provide operational direction, leadership and support to ensure the effective management of the clubs of Pony Club Victoria for the benefit of the members as per approval of the Board.

The normal meeting schedule for the State Council is the first Tuesday of each month.

This committee is established to organise the annual State Dressage & Show Jumping Championships.

A huge thank you to the East Gippsland Organising Committee who successfully held the 2022 Horseland State Dressage & Show Jumping Championships, at the Sale Showgrounds.

The 2023 event will be host by Yarrambat PC.

A huge thank you to the Mansfield Organising Committee who successfully held the 2022 Horseland State Horse Trials Festival at the Mansfield Pony Club.

The Team Vic Committee has been established to manage our teams that compete at National Championships.

The purpose of the Team Vic Committee is to ensure our state teams operate to the highest standards, including the: 

  • Selection of riders and team officials, including coaches, managers and chaperones,
  • Preparation of riders and officials to performance to their best at National Championships, 
  • The maintenance of all associated policies and procedures,
  • The compliance with all associated policies and procedures, and
  • The review of each campaign to ensure continuous improvement.

The normal meeting schedule for the Team Vic Committee is varied based upon need, with increased frequency as a National Championships approaches.
